Federal Bank vs BOBCARD: the eligibility split

Scapia routes applications between two issuing partners based on age, existing co-brand cards, and internal underwriting. Here's the matrix behind that routing:

Practically: applicants aged 21–24 are routed to Federal Bank (BOBCARD's floor is 25). Anyone already holding a Federal co-brand card (Fi or OneCard) is routed to BOBCARD instead, since Federal enforces a strict one-card limit.
